New power (speed)

(speed) power Could  be a power that, increase and decrease the speed of the effects and movements of the powers.  and the max increase would be 5 and the descrease -5. Example (hadouken#s1) increase the speed of power efects and movements and the oposit (hadouken#s-1) put the speed and movements of the power  slow.

Yes Arthur i suggested in the last Forum as velocity, But Elie told me i could call it speed. Thanks @Elie i guess you were XD. @Arthur i think it should not have more than 3 scale 123 and -1-2-3. cause could be too faster or too slow.
