ok so heres the thing, i added this css code: 

background:url('https://i.imgur.com/9WaWGR7.jpg') no-repeat center fixed,#000000; background-size: cover}*{font-size:10px}*{font-family:Arial, sans-serif}*{color:blue}*{text-shadow:0px 2px 2px #000}*{cursor: url('http://i.imgur.com/I9n3k9V.png') ,auto}#xatstyinfo,#xatstyabout0,#xatstywhatpoll,hr{display:none}#xatstyheader,td,#xatstymedia{background:none}table{position:fixed}table{bottom:0;

and when i go to my xatspace, there are parts of the edges that are hidden behind the bars, but when i click F11 key, i can see the whole background, this background size is like, oversized, so is there any idea how to set the size on point?

The image you're trying to use is relatively large (3200x1800). Most people nowadays have a 1080p screen, so generally 1920x1080 is the ideal size you'd want to use.

 

Try doing that and reply back how it goes.

so you mean i fix that on photoshop? i set the size to that? 

NAH it didnt work, same issue but lower quality

It may come out distorted if you just attempt to resize the current image to 1920x1080. I don't really use Photoshop so I don't know per se; perhaps you could resize the background layer in Photoshop to 1920x1080?

 

I don't know but, if all else fails, you could start a new project at 1920x1080,

The problem is the image needs to be recreated to fit exactly in 1358x672 (my resolution) which would make it work on most others perfectly assuming you fit everything into the box correctly. I did this with your image but I just shrunk it to fit, you'd be better off remaking the image smaller.
