Yes, that's normal. If you have already opened a ticket please remain patient for a reply. Some help topics are experiencing a long time to get solved, you can check if your ticket help topic is delayed by clicking in ticket times.
 
Unfortunately the only thing you can do is continue to wait. Posting on the forum will not speed up the time it takes to get a response on your ticket.

Yes, some departments are delayed. You can view this information here.

 

You will need to be patient and wait for a reply. Hundereds of users probably have the same issue as you and are waiting on a reply to their ticket. Volunteers are people too and have their own lives to tend to alongside answering support tickets.

 

While opening a forum thread is a great way to obtain more information, it will not speed up the process of your ticket being answered.
