Did you promoted the banner in correct language that you wished to appear? check it...

or check if you has adblock enabled.

also you can try upload at imgur.com again and get the direct link of imagem.

maybe because link too longe . try change name of thid link or use imgur.com.maybe size of pic is not same as it should be(hmm)

I think  the image size isn't the right you have to make sure that you use the right size of your image and you have to upload it in imgur.com <

Check on what language you promoted this picture, you need to disable addblock if you use,picture must be less than 60KB (xat's image optimizer will help), my advice use imgur.com (direct link).
