Clouds consist of tiny water droplets or ice crystals that fly through the air. But how are they formed? ... The air rising from the earth cools and reaches a dew point after a certain level. Water vapor condenses and forms tiny droplets, and in very cold weather and at higher altitudes, ice crystals form.
