Greetings @LIGHTNINGMAN. I am sorry to hear that you cannot gain access to your account. Unfortunately, you cannot create a ticket on your own if you are unable to login to your xat account. However, there is a way around this:
Go here → https://forum.xat.com/requests/open-a-ticket/?do=form Fill out the prompts as instructed, making sure you set your "Type of Request" to "Locked Out" (http://prntscr.com/okplbj for example) Once you get a response to your ticket, check the email associated with your xat account for further instructions on how to reply back to the ticket.

If your password contains symbols such as !@#$, try entering your password without such symbols when attempting to login.
If you are able to login, change your password so that it contains only letters and numbers. If you have constant trouble logging in, go to xat.com/lostpass to reset your password, enter your email associated with your xat account, and complete the captcha. Then check your email for a link to reset your password.

The owner would have to turn automember off of the bot or demote the bot to member or lower. Nothing you can really do on your end. As for ignoring you, the owner probably blocked most commands for members, or have not yet added you to their access list.

Hello. Since you are unable to login to your account, you cannot create a ticket in the usual way. Instead, do the following:
https://forum.xat.com/requests/open-a-ticket/?do=form Go here to create your ticket under "Lost Auth" For the type of request, set the drop-down box to "Lost Authentication" In the next box, you will need to enter your xat username. This is the registered name of your xat account that the form is asking for. Fill out your ID in the next box. Every xat account has an ID, which is the unique number associated with your account. If you are unable to obtain this piece of information, go to a chat with a FEXBot and use command !id [regname] EG: !id HelperNate And in the final box, enter the email account associated with your xat account. This is the email you used to create your xat account to begin with.
